Fredericton has quality health care facilities and services, operated by Horizon Health Network, the largest health authority in Atlantic Canada. Horizon Health Network delivers quality patient focused health care in both official languages (English and French) to residents in New Brunswick and neighbouring provinces.
A large team of health professionals offer a variety of health care, wellness and disease prevention programs. Fredericton is home to the Dr. Everett Chalmers Regional Hospital, a modern acute care public hospital with a staff in excess of 2,500. The hospital provides a 24-hour physician-staffed emergency department. Other available services include: internal medicine, psychiatry, anesthesia, general and thoracic surgery, obstetrics and gynecology, neonatology, pediatrics, urology, oncology, ophthalmology, orthopedics, otolaryngology, plastic and reconstructive surgery, and speech, physical and respiratory therapies. There is comprehensive medical coverage in Canada under the Medicare program.
New Brunswick is served by the Extra-Mural Program (EMP), a home health program that provides acute care, rehabilitation care, palliative care, and chronic care in the community. EMP also delivers the Long Term Oxygen Program, and is a partner in the Long Term Care Program. This service, seen as a national and international model for effective home care, is available in every region of the province, and employs nurses, licensed practical nurses, respiratory therapists, dietitians, physiotherapists, occupational therapists, speech language pathologists, rehab aids and social workers, who provide service to New Brunswickers in the most appropriate community setting.
Public Health nurses and nutritionists promote, maintain and protect the health of the people in Fredericton and surrounding area through health promotion, disease and injury prevention and health protection. Services are provided within the following program areas: Early Childhood Initiatives, Healthy Learners in School, Communicable Diseases, Immunization, and Sexual Health.
Fredericton is also home to the Stan Cassidy Centre for Rehabilitation, the provincial tertiary rehabilitation centre, which offers in both official languages comprehensive interdisciplinary rehabilitation programs for people of all ages who have: acquired brain injury, spinal cord injury, complex stroke, neuromuscular disorders (such as multiple sclerosis, complex cerebral palsy, muscular dystrophy, amyotrophic lateral sclerosis) and other complex neurological disorders.
Fredericton also has two community sites delivering services within a primary healthcare approach. The Gibson Health Clinic offers primary care and wellness programs and has a collaborative team of physicians, nurse practitioner, nurses and licensed practical nurses. The Centre de Santé Noreen-Richard Health delivers primary health care services to the Francophone population and provides primary care services to patients and families regardless of language.

Fredericton has a number of nursing homes and other facilities for the elderly including:
The VON (Victorian Order of Nurses) provides services including: visiting nursing, prenatal classes, senior citizen counselling, foot maintenance clinics, adult day centre, veterans assessments and counselling, Stewart oxygen systems, blood pressure screening and glucoscan screening. The charge for all these VON services is based on cost. A third party payment is often possible depending on the program, the need and the patient's location. As well, Fredericton has more than 40 dentists, orthodontists and periodontists.
Police
Fredericton is proud of its highly trained, professional and progressive group of men and women who put a compassionate face on police work. The Fredericton Police Force has provided quality service to its citizens for over 150 years. The Force's Mission Statement is:
"The Fredericton Police Force is committed to delivering high quality of police services and working with the community in order to provide a safe and peaceful environment in which to live, work, and play."
In 2006, the Neighbourhood Action Team was introduced to provide a distinct enhancement to the existing police service delivery model in Fredericton. The Neighbourhood Action Team is essentially the pooling of a large group of officers from previously fragmented work groups, who now focus their efforts in a strategic and coordinated manner to address a variety of neighbourhood issues. The Team is comprised of civilian employees, volunteers, uniform officers, community crime plain-clothes officers, school resource officers, crime prevention officers, intelligence officer, youth at risk coordinator and St. Mary’s First Nations officers. The Team reports to the NAT Staff Sergeant, who is also responsible for overseeing the implementation of the Force’s Crime Reduction Strategy. There are two main offices located on the north and south side of the Saint John River.

9-1-1 Emergency Service
The Province of New Brunswick operates a highly integrated, enhanced 911 system. The system utilizes six Public Safety Answering Points (PSAP's) located in Fredericton, Bathurst, Dieppe, Edmundston, Miramichi and Saint John. The service provides a common entry point to all residents and the travelling public, who require emergency assistance from police, fire and ambulance responders in the province. For landline phones, the system will provide: location and telephone number information for the call taker; and cellular tower location and cellular telephone number for cellular calls. Upon verification of all relevant information and emergency description, the call taker will then relay the pertinent information to the appropriate emergency service provider for immediate response. Fire
The Fredericton Fire Department operates four fire stations with 112 personnel, including a new state-of-the-art fire training centre and a five-member Fire Prevention Division that provides a number of community-based programs such as: fire inspection, fire investigation, and public education. Services provided by the Department include: fire suppression, rescue (including ice-water rescue), first responder, and hazardous materials response (through a joint team with the Oromocto Fire Department). The Department operates a well-maintained fleet of fire apparatus and utilizes the latest technological advances to provide these services (i.e. Class "A" foam, thermal imaging camera, and automated incident reporting). Firefighters are well trained, current in all certifications, and properly equipped to recommended National Standards.

Waste Disposal
The Province of New Brunswick has implemented a regional approach to solid waste management and has eliminated over 235 local dumping areas throughout the province. On the outskirts of Fredericton, the Fredericton Region Solid Waste Commission (FRSWC) operates a 165 hectare sanitary landfill handling 75,000 metric tonnes of waste a year, with an anticipated future life of 40-50 years. The Fredericton Region Sanitary Landfill is in the vanguard of scientific waste management, with a garbage baler, comprehensive recycling programs, scrap metal reclamation, freon management program and many other innovations. It also operates an active education program for the schools and the general public. Also, New Brunswick has beverage container, used oil and scrap tire recycling programs.
The FRSWC launched New Brunswick's first Landfill Gas Management System, designed to eliminate landfill odours and eliminate greenhouse gases from the atmosphere. The gas management system removes approximately 150 metric tonnes of CO2 from the atmosphere every day.

The City of Fredericton prides itself on the quality and quantity of its water supply. We have invested heavily in state of the art equipment and processes to ensure that our businesses and citizens have a first class supply of safe, affordable water. Fredericton is acknowledged as a leader in this field and our staff are often called upon to consult with other municipalities and the provincial government concerning water issues.
In addition to the physical infrastructure, the City has invested heavily in the training and skill development of its water staff. For years, the Maritime Provinces Water and Wastewater Association, in conjunction with the Atlantic Canada Water and Wastewater Association, has provided this training. For many years, the entire staff of the water and sewer division has completed extensive in-house training and has written operator certification exams of various disciplines and degrees. In fact, all Water Distribution staff are certified by the Association of Boards of Certification for Operating Personnel. Fredericton is firmly committed to maintaining its leadership in the water area.

Electricity
NB Power, one of Canada's largest per capita exporters of electricity, is a provincial crown corporation. Its net generating capacity is 4006 MW at 13 generating stations and three combustion turbines, and it is electrically interconnected with neighboring states and provinces. Electricity is produced from a variety of sources including hydro, thermal and nuclear. Environmental considerations guide all operations, and NB Power has installed two of Canada's first utility scrubbers to reduce emissions. NB Power's rates are very affordable compared to New England and other Canadian provinces. Residential and commercial rates are summarized below:

Natural Gas
Maritimes & Northeast Pipeline completed the transmission pipeline system running through New Brunswick into the northeastern United States in 1999. Since then, Enbridge Gas New Brunswick, the provincial natural gas distributor, has installed over 750 km of natural gas pipelines (approx. 220 km in Fredericton and Oromocto alone). With this investment, more than 130 direct jobs have been created and another 400 additional jobs have developed within the natural gas industry.
